If it is chosen to operate on licensed spectrum, the characteristics of the
system and hence its performance specifications in some cases dependent on
the spectrum under consideration.

When, as in most cases, such spectrum is conducive to the characteristics of
our system operating on it, performance will be substantially increased in
comparison to operation on unlicensed bands.  Range and data rate shall be
increased several orders of magnitude. Under such circumstances the system
